Beginning in federal fiscal year 2006 the U.S. Department of Homeland Security FEMA Grant Programs Directorate provided more detailed grant guidance to states on the grant process. Implementing the new guidance requires that investments, the project-based applications for federal funding, show alignment with the State Preparedness Report (SPR) and State Homeland Security Strategy (SHSS) and must clearly define how proposed projects will be implemented and sustained. To accommodate the federal process, the Vermont Homeland Security Unit has established an annual grant cycle that begins with the SPR, a congressionally mandated annual reporting requirement that measures the level of preparedness of Vermont's first responders. The level of preparedness is assessed relative to the U.S. Department of Homeland Security Target Capabilities List and considers all funding sources (federal, state or local). Following completion of the SPR, the SHSS is reviewed and revised to address the homeland security specific capability gaps identified in the state assessment. The goals and objectives of the SHSS inform the creation of projects for the Investments.
